For A Robust Long-Term Care Insurance Framework: Insights from the 4th Forum on Social Security Management in Beijing

On November 30, the 4th Forum on Social Security Management convened in Beijing with a focus on “implementing the tenets of the 20th CPC National Congress Report for a robust long-term care insurance framework”. The event featured four segments: keynote speeches, thematic presentations, experience sharing sessions, and round-table discussions. These arrangements were tailored to not only encapsulate and exchange insights on the long-term care insurance system but also to gather valuable input for its further enhancement. The opening ceremony had the esteemed presence and remarks from Prof. Gao Wenshu, the Vice President of UCASS, and Xiong Feng, the Deputy Chair of the Central Department of Political Participation and Deliberation of the Chinese Peasants and Workers Democratic Party. Presiding over this commencement was Prof. Cai Liqiang, the Executive Dean of the School of Government at UCASS.



A great gathering of luminaries shared their perspectives during the event, including Chen Jinfu, former Deputy Administrator of the National Healthcare Security Administration; Yang Jing, Director of the Treatment and Security Division at the Beijing Municipal Medical Insurance Bureau; Liu Tingjun, President and Chief Operating Officer of Taikang Insurance Group; Prof. Zheng Bingwen, from School of Government at UCASS and the Director of the Center for International Social Security Studies(CISS) at CASS; Duan Zhengming, former Deputy Director-General of the Department of Fund Supervision at the National Healthcare Security Administration; Duan Jiaxi, member of the Standing Committee of the Municipal Party Committee and Deputy Mayor of Panjin, Liaoning Province; Zhu Junsheng, from the China Center for Insurance and Social Security Research at Peking University; Zhu Ming, the Director of the Institute of Pension and Health Security at the School of Finance in Nankai University; and Zhang Yinghua, Associate Professor from the School of Government at UCASS.



The forum was jointly hosted by UCASS School of Government and the Beijing Healthcare Insurance Association, with the support of CASS Center for International Social Security Studies and Taikang Era of Longevity Institute as co-organizers. The forum was attended by provincial representatives from health insurance authorities, distinguished experts and scholars on social security, as well as delegates from enterprises involved in long-term care services.
